Barley makes a good substitute for rice.
Place 1 teaspoon of olive oil in bottom of 8 x 8 baking dish. Add barley, water, tomatoes and salsa and stir to blend. Rinse hen and cut along both sides of backbone. Remove skin. Open and lay flat. Make a rub with 2 teaspoons of olive oil, garlic, basil, oregano and parsley and place breast-side up on top of barley mixture. Bake at 375°F for 1 to 1 1/2 hours, or until the juices run clear when a thigh is pierced with a knife, a meat thermometer registers 170°F, and barley is cooked. While the hen is cooking, prepare the Cauliflower-mash (Faux Mashed Potatoes) and Asparagus Artichoke Salad.
