Make the dressing and salad. Set aside. Preheat oven to 400° F. Combine the capers, 1 tablespoon olive oil and tomatoes in a large ovenproof skillet; toss to coat. Sprinkle with salt and pepper. Bake for 20 minutes. Remove from oven; top with basil. While tomatoes are cooking, prepare the fish by combining almond meal, parsley, and thyme in a shallow dish. Coat fillets with cooking spray; sprinkle with salt and pepper. Dredge fillets in almond meal mixture. Heat 2 teaspoons of olive oil in a cooking oil-sprayed skillet over medium-high heat. Add fish fillets to pan; cook 3 minutes on each side or until desired degree of doneness.
